CIVIBADemocracy and Civic Practices

Laos ປະເທດລາວ

55 places across 4 territories, 11 nationwide

Laos joins the atlas with a civic space that CIVICUS rates as closed: associations depend on state permission, the ASEAN civil society forum met in Dili in 2016 and 2024, the years Laos chaired the bloc, and Sombath Somphone, a leading figure of participatory development, was the victim of an enforced disappearance in Vientiane in 2012. The commons appear mostly in villages that manage fishing zones, forests and wetlands, in public and donor programmes, and in markets and old towns being reshaped by concessions.
