FOMACOP Village Forestry (Dong Sithouane and Dong Phousoi)
Savannakhet · Central · Laos
In the state production forests of Dong Sithouane and Dong Phousoi, FOMACOP tested village forestry: 33 associations from 51 villages agreed with the province to inventory, patrol and sell the timber, with part of the income going to the village. In 1999 a decree returned all logging to the state, and from 2003 SUFORD replaced the model with "participatory" management run by officials. It shows how the state opens and closes the commons: the 2019 Forestry Law speaks of village forests again.
