A state network of village centres for literacy and adult education, strengthened by a 2020 decree. Its model has crossed paths with Japan's kominkan, as at a 2010 symposium on both in Tokyo. Around then, with Japanese support, residents of Phonxay built their centres with local materials and ran them through committees. The Youth Union is a partner, and the election of youth leaders in village assemblies at four model centres is reported only by DVV International.
