Civic labs and participationParticipatory urbanism2002 (CLEAR, 2023)
The country's largest community-driven development programme: villages set priorities in assembly, defend their proposals before the district and then build and maintain roads, water supply, schools or bridges. Since 2023 it has continued as CLEAR in some 450 villages. It runs on World Bank credits, and the Bank's own documents name the limits: a closed menu of works, districts that decide in advance, language barriers for women and minorities, and village life channelled through the party's mass organisations.
