Civic labs and participationParticipatory urbanismCommons and belonging2000 (UCDO, 1992)
A public institution that channels state money directly to urban and rural community organisations, through grants and loans, so they can plan and carry out housing, savings and neighbourhood upgrading themselves. It was created in 2000 by merging the urban office UCDO (1992) with a rural fund. Since 2008 it has also supported district community organisation councils. It is a global reference for co-production between the state and poor communities, but it depends on the budget and goodwill of central government.
