Annual deliberative assembly that the 2007 National Health Act requires to be convened at least once a year, held since 2008. It brings civil society, academia and government into one room; they work on each issue for months and adopt resolutions by consensus, several of them on energy, crisis management or local development. Tension: it is convened by a state body and its resolutions are proposals that depend on the cabinet and ministries, and academic literature itself points to the difficulty of implementing and monitoring them.
