Japan's first large rural triennial, across roughly 760 km² of mountains and rice terraces in Tokamachi and Tsunan (Niigata). Directed since the start by Fram Kitagawa, it places works in empty houses and schools together with residents and volunteers, and runs a year-round programme. It is the model later copied by Setouchi and other territorial festivals. Tensions: ageing of the communities that maintain the works, reliance on public funding and on the director's figure.
